73 I have the honour to acknowledge the receipt of your Despatch No. 381 of the 16th. December forwarding a copy of correspondence with Kr. F. A. Cooper, C.1.G., relative to the pension payable to him in respect of his service in Hongkong.

That service, dating from the 15th. November, 1867, to the 6th. May, 1897, amounts to 9 years 5 months and 22 days, being sixteen days more than the period mentioned by r. Cooper; and his net service, after deducting 4 months and 11 days, being half of his half-pay leave, is 9 years 1 month and 11 days. To this period must be added 1 year 10 months and 26 days being the proportionate part of the five years tropical allowance in respect of service in this Colony, and lir. Cooper's total service for pension is accordingly 11 years and 7 days.

With regard to Mr. Cooper's claim for an allow- -ance for professional qualifications the Fension Minute of 1.95 refers to the pension of an officer who on first entering the service was appointed to an office mentioned in the schedule here- -to", and the posts in the schedule carrying an addition of two years for pension purposes are those of:-
